The Property's Responsibilities
The property owner or holder is responsible for the management of the stormwater and the stormwater system on the property.
The stormwater on the property must be redirected to the municipality's stormwater system (into stormwater sewers or open ditches) if the stormwater cannot be infiltrated into the soil on the property. It is not permitted to redirect stormwater to a waste water sewer or onto the neighboring property.
The property owner or holder must ensure that the property's ditches, culverts and stormwater well covers are not clogged. This is responsibility is enforced by the Act on the Maintenance and the Sanitation of the Street and Certain Public Areas 31.8.1978/669 (in Finnish). Please remember that ditches, depressions and ponds are also a part of the stormwater network and their outlets are usually located in the nearest water body. Do not fill ditches with dirt, debris, plant residue or wasteland. You can mistakenly cause damage to your own property or your neighbor's property or land.
The owner of the property is responsible for limiting or preventing damage when there is a risk of flooding. The owner is also responsible for managing the accumulating stormwaters when doing or having work done on the property.
