Client families of Early Childhood Education and Care may be paid compensation in case of unexpected staff shortage
The City of Oulu daycare centres are currently struggling with exceptionally severe shortage of substitute staff. Some early childhood education centres have been forced to close open ECEC clubs on individual days. Moreover, on individual days early education centres have had no choice but ask parents and carers to pick their children up before the normal scheduled time or recommended that the children stay at home.
Oulu Educational and Cultural Board has decided on 16 November 2021 to pay compensation to client families whose children attend municipal Early Childhood Education and Care starting October 2021 as follows:
- If a child has a day booked at early childhood education and the daycare manager asks the family to have a day off early childhood education, a compensation payment will be granted for the off days as proposed by the daycare manager with the district manager’s permission.
- The client fee will be compensated for the days when parents and carers organise their child’s care while the daycare unit is closed due to the staff’s planning and development day.
If the opening hours need to be further reduced or the daycare centre or one of the groups closed, the daycare centre will inform its client families about it. The day when a child is absent will be marked by the daycare manager as a recompense day and automatically entered as such in the ECEC invoice. However, the family is not entitled to compensation for the days when the family has been asked to pick up their child(ren) earlier than their normal schedule.
