Guarantee of services for Early Childhood Education and Care will end on 31 December 2021
Service guarantee has been implemented in Early Childhood Education and Care where a family has been able to give a temporary notice of termination of daycare for a minimum of one month when they have signed the service guarantee contract. Parents have been able to terminate their child’s daycare placement due to unemployment, temporary layoff, job alternation leave, maternity or parental leave, and child-care leave; except for the paternity allowance period, when the service guarantee may be one month shorter. The child has been able to return to the same daycare centre within one week of parents’ notification of need for full-time daycare.
Because the service guarantee no longer meets the current goals, the Educational and Cultural Board of Oulu has decided to terminate the ECEC service guarantee arrangement as of 1 January 2022. Contracts drafted before the termination date will remain in force until the contract expires.
The significance of early childhood education to a child’s development and later learning is being increasingly emphasised in national and international dialogue and research. Attendance at early childhood education and care is a child’s right and therefore the ECEC procedures and measures shall support and encourage participation in early childhood education and care, not enforce exclusion from early childhood education. The family leave reform, which is currently being drafted, will guarantee the right to a placement in early childhood education even if the child is absent from daycare during the parental allowance period.
