International Relations

The aim of international activities is to implement the city of Oulu's strategic goal as the northern center of Scandinavia that boldly renews itself. International activities also make the city better known internationally and foster the development of a city where internationality and multiculturalism are recognized as resources. 

Oulu actively creates and manages international relations. International networking is carried out in regional and city networks, through state administration and political networks, and in promotion of interests in city diplomacy. The networks include, for example, Bothnian Arc and Eurocities as well as bilateral and multilateral cooperative relationships, such as sister city and partner city activities and international collaboration projects. 

Political promotion of interests is managed, for example, in the Barents network among neighboring countries and in national and international Arctic cooperation bodies as well as in urban policy. Versatile and good relations to various institutions of the European Union and other international organizations such as European municipalities and the Council of European Municipalities and Regions (CEMR) are also important. North Finland EU Office operating in Brussels assists in communication with the EU. 

In addition, the city becomes more international through its residents who represent different cultures as well as honorary consulates and international organizations operating in the city. The aim is to provide good circumstances and services for all residents and visitors regardless of nationality.
