The City of Oulu’s Early Childhood Education and Care Plan
Oulu’s early childhood education and care plan is based on the Finnish National Agency for Education’s early childhood education and care plan’s principles and the Act on Early Childhood Education and Care. The plan is written to guide different operations models collectively. Daycare centres and family day care providers draw up an action plan annually.
Child’s Personal Early Childhood Education and Care Plan
A personal early childhood education and care plan is written up for each child in early childhood care together with the guardians. The child participates in the planning on their own conditions.
The personal plan formulation begins within six weeks from the child’s starting date in early childhood education and care. The plan formulation takes into consideration the guardian’s views of the child and the daycare staff's experiences of the child in the group. The discussion facilitates common decisions and agreements on how the daycare staff supports the child’s growth and learning in practice.
The plan is recorded in eVaka, the early childhood education and care e-service. The implementation of the plan is evaluated at least once a year and more often if needed.
Early Childhood Education Staff's Duty to Report
1.8.2021 an amendment to the Act on Early Childhood Education and Care came into effect that obliges early childhood education and care staff to report any defect or possible threat of a defect in early childhood education and care to the centre’s manager. The centre’s manager will initiate any courses of action to eliminate the defect or possible threat of defect without delay and will report the situation to the Director of early childhood education and care. The reports made via the electronic service are preserved for one year after the year during which the report was made ends.
The goal is to secure the implementation of early childhood education and care as it is demanded in law.
