Afternoon Care

You can apply for a place in afternoon care for the next school year electronically via Wilma student information system. You need functioning Wilma credentials for the system. The main application period is between 1 January and 15 February 2025. 

The form for applying for a place in morning or afternoon care can be found on Hakemukset ja päätökset ("Applications and decisions") tab. You can apply for a place also during the school year.

If you wish to send your application with a paper application form, you can have one by visiting the Oulu10 service point in the address Torikatu 10. Paper applications must be mailed by 15 February 2025 at the latest to the following address: Iltapäivätoiminta, PL 17, 90015 Oulun kaupunki.  

The next school year's afternoon care groups are formed based on the applications that have arrived on time. It is important that you apply during the assigned application period.  

Applications that are returned after the application period are only noted if there are empty places left in the care groups.

The decision on your application will appear in Wilma on 15 May 2025. A written decision will be mailed to the applicants who have chosen to receive a decision in writing on 15 May 2025.  

Fill in a background information form in Wilma before your child starts at afternoon care. If your child starts at afternoon care in August, you can fill in the form starting from 20 June.

You can postpone the start date of your child's afternoon care once without an extra charge. After a second postponement, each postponed month will be subject to a charge of 60 euros.

If your child starts in afternoon care after August, please inform the care provider about the postponed start date before the beginning of the school year. Otherwise you will be charged for August.

If you do not accept a place in afternoon care, remember to terminate the place before the beginning of the school year. Otherwise you will be charged for August.

If you wish to completely withdraw your child from any afternoon care, terminate the place in afternoon care in writing via email: iltapaivatoiminta@ouka.fi or by contacting your care provider.

A place in afternoon care must be terminated at the latest 15th day of the passing month. Otherwise you will be charged for the following month.

If you terminate a place after the 15th, you will be charged half of the full charge for the following month (but your child will not be allowed to participate in the following month's care). If a child participates in afternoon care the following month, the family is charged a full month charge of 120 euros.

In case your child attends a special school or a regional demanding special support group ("VET-ryhmä"), you can apply for a place in afternoon care for the child's primary school years (grades 1-9). Afternoon care is organized from 11-16.30.

As of 1 January 2023, the wellbeing services counties became in charge of covering the expenses of the services for disabled people. Due to the renewal the municipality is in charge of arranging constitutional afternoon care. In case a child cannot attend constitutional afternoon care, an individual care decision based on the Special Care Act can be made by the wellbeing service county's Services for Disabled People. 

The City of Oulu is in charge of ensuring constitutional morning and afternoon care for its regions. Afternoon care can be subject to a charge according to the Constitution of Finland. The morning and afternoon care provided by the City of Oulu is subject to a charge. The amount of the charge is 120 euros/calendar month. The charge is fixed. The length of the month or the amount of days a child is present at the care do not affect the amount of the charge. Customers are charged from August to May. Families with low income may apply for an exemption from the charge. 

The City of Oulu bills all customers regardless of whether they have previously received an exemption due to attending a special care program or by an individual decision. 

The City of Oulu admits sibling discounts and exemptions from the charge. If a family simultaneously has two or more siblings in afternoon care, a full charge is charged only for the first child. Other siblings are charged half of the full charge, meaning 60 euros a month.

If a family receives basic amount of social assistance, an exemption from afternoon care charges can be admitted. A family can apply for a discretionary exemption in case they have a significantly low income and receive for example housing benefit.

Morning Care  

The wellbeing services county of Northern Ostrobothnia has the responsibility for organizing morning care. If a child has a special care decision and is in need for morning care, the guardian must contact the child's assigned social worker. 

Full-day care during school holidays

The Northern Ostrobothnian wellbeing service county (Pohde) is in charge of ensuring full-day care during school holidays. The service is provided on the basis of the Act on Disability Services and Assistance.
