Oulu aims to advance an action programme for combating racism and promoting equality in collaboration with the state government. The programme’s concrete measures would benefit both Oulu as a city and the entire country. Oulu hopes that the action programme will be promptly implemented with sufficient allocation of resources locally.

Safety is crucial to the residents of Oulu, just as in all other cities. Currently, the Government has a draft action programme for combating racism and promoting equality and Oulu has provided feedback for this programme. Oulu has emphasized that the role of municipalities is not well recognized in the action programme, and most measures are handled by various ministry working groups. The effectiveness of these measures will be compromised if municipalities are left out; at least the largest municipalities should be involved. Additionally, the programme lacks specific measures related to combating hate speech, which should be addressed.

Public spaces must always be safe and open to everyone. Every child has the right to a secure upbringing, and we adults must ensure this. Oulu engages in youth work in public spaces, with safe and responsible adults present. The Nurkka Youth Centre in Valkea Shopping Centre is open and safe for all young people. Youth work extends to various public areas as well, with a focus on the city centre. However, there are areas where additional funding is needed in order to prevent crime among young people.

Oulu organizes events for citizens of migrant background  and representatives of different religious communities to discuss current safety issues and amplify the voices of those who have moved to Oulu from elsewhere. These events will be held as soon as possible due to the current urgent situation.

Oulu’s municipal government and political groups have expressed their rejection of all violence or racism. The cycle of violence must be broken. This issue requires serious attention across Finland and from the state government. Oulu aims to contribute to building a better and safer city.
